As tweeted by Club Penguin yesterday, they will have some news on the Arctic White colour as soon as they can, and are currently working on related behind the scenes items first. Hopefully it’s soon!

I asked Happy77 on Youtube a few weeks ago ( i am Thebiiman) and i asked her about if this item would be exclusive or not, and she said the ALL penguins will be able to unlock that item :)
SO it will not be a member item, it will be avaible to all penguins :)
