Puffle Hats have finally been released! To purchase them, go to the Pet Shop and open up the Puffle Furniture Catalog. There are two pages of hats at this time. Here’s the first page:

To add a hat to your Puffle, go to your igloo and click on the Puffle. Drag the hat onto it.
