Late yesterday on the Club Penguin Blog Happy77 posted a sneak peek of items penguins were going to get for joining Club Penguin. If you check out your inventory you will see the Mountain Clouds Background and the Red Skater Hat are now in your inventory! If you make a new penguin you will get the items too.
If you do not have it please be patient.

Actually, the background you get for free is NOT the old cloud background. It is the background shown in your picture. (I know it can’t be an old background because I didn’t buy it. Also, it’s at the bottom of the backgrounds list)
