New Stamps Postcard When Becoming A Member From Club Penguin

Yesterday my penguin’s membership expired, so today I redeemed a new membership code. I got an all new postcard in addition to the “congratulations on becoming a member!” one. This new one is about stamps. It says “Earn Stamps for Your Stamp Book!” and looks like this:

Pretty cool, huh? I think it was added sometime in the past month, because in early January I had redeemed a membership code and I did not receive this postcard. However, I wonder why this is for members, as anybody can unlock stamps, aside from the fact some are only for members.
