Rockhopper has arrived on Club Penguin for his upcoming Quest! If you are lucky enough to meet him you’ll unlock his stamp. If you open up his playercard you’ll also be able to add him and get his background if you haven’t already!

Rockhopper is found in crowded servers, but can and will visit more quiet ones. You have the best chance finding him at the Dock, Beach, his Ship, Town, Cove, Iceberg, and other main rooms.
