This wasn’t an official party, it was more of an event. Club Penguin needed help testing a new server, so penguins signed up to do so. It was kind of like CPIP, aka Club Penguin Improvement Project. The free items were the Pink Toque, Black Toque, Bowtie, Red Sunglasses, and Blue Sunglasses. Three of these free items were also released as member items, too. This event took place in November 2005.

During 2006 i tried signing on club penguin but i couldn’t very sad ):
sigh…i joined club penguin when i was six in 2006…went on until 2008 and then didn’t go back on until 2010…it’s really not that good anymore…but i was a member of the original PSA… :)

That is incorrect. All 5 items returned as a members item. I think in 2012, they made the black toque a free item again.
As an extra/technical piece of information, during this time, Club Penguin’s server software was likely being switched from ElectroServer to SmartFoxServer (which is still in use today). I’m not sure why they switched, but the ElectroServer 5 manual still makes a little nod to Club Penguin, “If you’ve seen Webkinz, Club Penguin, or Barbie Girls, then you’ve seen a real-time isometric environment application.”
